I've never seen one that actually recommended favoring the soffits. But... If you dig far enough into the fine print, some of them may say that you can get away with that. (For all I know or care, most or all of them may say that if you dig deep enough.) In no case do I see that as really being a "recommendation" or desirable starting point. Rather, it's what you fall back on if and when you can't achieve a proper balance. As I said, in any roof other than a simple straight gable, there will always be a deficit of ridge length compared to soffit length. Try calculating a few roofs and this will become obvious. Think about it.

While the general rule for roof venting is equal areas in & out, air is pretty dumb and goes where it wants. You might what to have some pressure measurements done to assure that the ridge vent is not pulling conditioned from the house itself.
